Enable Tag cache on all sites

Second generation HyDip Fuel Tracking devices offer modern real-time tag transactions with the most current information available in your fuel network. But we know that in a lot of locations, communications can be a bit ropey.
So we have now added support for offline tag processing !
If your device is unable to connect to the internet, it will use a local cache to continue processing tags until the network comes back online.
